7th Economic Census has kicked off in South Assam’s Hailakandi district on Tuesday.
Formally launching the census at the Deputy Commissioner’s office, Additional Deputy Commissioner, Ranadip Kumar Dam urged the enumerators and supervisors to visit every household and commercial establishment so that the overall socio-economic scene of the district emerges.
“The fieldwork has to be carried out with utmost sincerity so that the data collected can be used for formulation of effective schemes and policies benefitting the marginalised section and the citizens at large,” said Dam.
Speaking on the occasion, District Information and Public Relations Officer Sabir Nishat, urged the enumerators to ensure no household is left out of the exercise and the census reflects the prevailing economic scenario in proper perspective, thus enabling the policy makers to prepare a comprehensive action plan to bridge the gaps to bring about a sea change in the economic firmament.
Deputy Director of Economics and Statistics, Salil Purkayastha said that the economic survey was an important exercise that gave insights on the economic activities being carried out across the country. He asked enumerators and supervisors to work with sincerity for a correct and flawless census. He also underscored the need for building awareness among various segments of the society to make the exercise productive.
The census will be undertaken in the urban areas from today onwards and in the rural areas it will commence after Durga Puja on October 4. District Manager, Hailakandi, CsC e-Governance Service India Limited, Utpal Roy disclosed that the exercise will cover three urban blocks and 62 Gaon Panchayats.
Roy said the IT-enabled exercise would be done by the Common Service Centres (CSC) in each Gaon Panchayat. The official said that 480 enumerators and 66 supervisors engaged by the CSC for the purpose have been trained to collect data on mobile application developed for data capture, validation, report generation and dissemination.
The data will be collected through door to door survey of each household and commercial establishment under the provisions of Collection of Statistics Act 2008. The fieldwork is expected to be completed by December and the results at the national level are expected to be available by March 2020.
The census, conducted by Ministry of Statistics and Programme Implementation (MoSPI), will be held this year after a gap of five years. The ministry partnered with CSC e-Governance Services India Limited (CSC SPV), a Special Purpose Vehicle under the Ministry of Electronics and Information, to conduct the census.

It is to be mentioned that the census will cover all establishments, including household enterprises, engaged in production or distribution of goods and services. Floating population, people living in open, establishments of shelter less and nomadic population is also outside the ambit of the census.
