Rajya Sabha member Biswajit Daimary said the state government could have solved the cash-for-jobs scam in Assam Public Service Commission (APSC) at the executive level without going to court.

He also said that the arrested officers of the state’s civil administration and the police were victims of time, circumstances and system.

“We all know that (arrested APSC chairman) Rakesh Kumar Paul and some others in the APSC were involved in the scam. They ran a business by taking money from prospective candidates. People, who could afford to spend money and had contacts with middlemen, secured the jobs. Getting jobs by bribing the APSC officials was then a culture. Everyone knew that nobody will get a job without shelling out money. People who got jobs by bribing the officials were victims of time and situation,” Daimary told InsideNe.

He said the government could have settled the issue by dismissing the guilty officers from service and taking stringent action against Paul and others who were the key offenders.

“I say this on humanitarian ground. Trial in the court is unending and nobody knows what their (arrested officers) lives would be? Their lives are destroyed because of the system and also because of the fact that the dirtiest people were appointed in APSC during their time. The government could have solved the case at the executive level but it went to court. Now, the matter is not in the government’s hand,” Daimary added.
