New Delhi, September 24, 2019:

Union Home Minister Amit Shah has proposed for an 'all utilities' identity card that covers Aadhar and Voter Cards.

The multipurpose ID card will also be for banking and passport services according to Shah.

While speaking at an event at the Registrar General of India, Shah said that India can have one card for all utilities such as Aadhaar, passport, bank account, driving license and voter cards.

However, the functioning of the ‘all utilities’ card is yet to be known. Also, its connection to one’s bank account, driving license or passport is also yet to be clarified.

It is to be mentioned that a five-judge constitution bench had upheld the linking of welfare schemes, income-tax returns, and PAN to Aadhaar in 2018 but it had ruled that the card could not be made compulsory for bank accounts, mobile connections or school admissions.

While speaking at the event of the Registrar General of India, Shah also said that the 2021 census would be carried out digitally using a mobile application.

Shah added that the 2021 census survey would collect data in order to update the National Population Register (NPR), which is a record of the usual residents of India set to be published in 2020.

Under the NPR, a Resident Identity Card will be issued to individuals who have attained 18 years. Reportedly, the card will be a chip-embedded smart card with demographics and biometrics of an individual.
