Senior Congress leader Ninong Ering has demanded separate cadres for Indian Administrative Services (IAS) after news broke that an IAS officer, Kashish Mittal, tendered his resignation after being transferred to Arunachal.
While speaking to Inside Northeast, Ering stated that it is rather unfortunate that Arunachal does not have its own cadre. "Most of the Northeastern states have their own cadres, but Arunachal, unfortunately, does not. When an officer gets transferred here, he/she tends to regard it as a punishment post. However, if we get a separate cadre, we will have people who will be truly committed to the cause of Arunachal. This is a stand I have been reiterating since the days I was elected as an MP", he says.
Ering has also stated that "the demand for separate cadre in respect of Arunachal Pradesh is necessary in present dynamic structures of administration."
In the 16th Lok Sabha, Ering had brought a bill on the issue and was supported by Arunachal assembly too.
AGMUT is one of the important cadres in All-India Services and is a joint cadre serving Arunachal Pradesh, Goa, Mizoram and Union Territories, but the joint cadre system is creating impediments in the road towards more efficient and effective governance which must be rectified by the government.
Ering also believes that an "officer serving in a specific cadre can prove to be more effective and efficient", and like the other states, which have their own cadre, Arunachal too should have cadre of its own.
Earlier, a 2011-batch IAS officer, Kashish Mittal after he was posted to frontier state Arunachal Pradesh, ThePrint reported.
According to the reports, Mittal was an AGMUT (Arunachal Pradesh-Goa-Mizoram-Union Territory)-cadre IAS officer, who was posted as additional principal secretary to NITI Aayog vice-chairman Rajiv Kumar.
He reportedly forwarded his resignation after being transferred to Arunachal Pradesh, which he was unhappy with.
A source told ThePrint that he resigned as he thought the decision to transfer him to Arunachal Pradesh was “unfair”.
Reacting to this, Ninong Ering said that it is rather unfortunate, as Arunachal is known for its hospitality. "We are looking forward to the officers coming here and finding solutions to our problems. However, those under the AGMUT cadre are usually looking to be transferred to other places. This needs to change", he added.
