Arunachal indigenous groups plan rally in Itanagar to push for implementation of 1978 Religion Act
The Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) is set to hold a rally titled “Chalo Itanagar” on October 18, urging the state government to frame rules and enforce the Arunachal Pradesh Freedom of Religion Act of 1978 (APFRA-1978).
Dr Emi Rumi, president of IFCSAP, called on followers of indigenous faiths across Arunachal Pradesh, especially the youth, to join the peaceful demonstration. Several local chapters and allied organisations have confirmed their participation.
The rally’s slogan, “APFRA-1978 ab tak kyun nahi, kab tak Chalo Itanagar,” reflects growing impatience over the delayed implementation of the decades-old law. Organisers emphasised that the protest is not directed against any religion but is intended to safeguard the rights, cultural heritage, and constitutional protections of indigenous communities.
Enacted in 1978, the APFRA was designed to prevent religious conversions through force, inducement, or fraud and to protect the state’s indigenous cultural identity. The law remained largely dormant for decades, but renewed attention has emerged as the government works to draft rules for its enforcement.
The Act prescribes penalties, including imprisonment and fines, for violations and aims to balance the protection of cultural traditions with constitutional guarantees of religious freedom—a point that has sparked public debate.
The upcoming rally marks a significant push by indigenous communities to see the APFRA implemented and enforceable, highlighting ongoing concerns over cultural preservation in Arunachal Pradesh.
