Itanagar MLA Techi Kaso alleged that Itanagar Deputy Commissioner (DC) Talo Potom has deliberately delayed the construction of National Highway-415 (Packages B and C) from Papu Nallah to Banderdewa, citing personal motives and misuse of authority.
Kaso claimed that the highway, a vital infrastructure project aimed at enhancing regional connectivity through the four-laning of the Itanagar-Banderdewa road, has faced repeated setbacks due to "undue interference" by the DC. He alleged that Potom's efforts to protect a portion of Tago Memorial Hospital in Nirjuli—around four metres of its structure—led to the suspension of highway work for more than three months.
“Instead of adhering to the officially designated alignment, the DC used his administrative powers to redirect the route, resulting in the unnecessary demolition of private property, which should have been spared,” Kaso stated. He further declared his intention to initiate an inquiry into the DC’s assets, remarking, “He has started acting in a complex manner, and I will now begin investigating all his properties.”
The MLA also accused Potom of threatening government officials, including the Divisional Forest Officer (DFO) of Banderdewa, which allegedly led to a year-long delay in project execution. “The issue was only resolved after I personally summoned the DFO to the DC's office for resolution,” Kaso said.
He added, “Had it not been for these unnecessary hurdles, the highway construction would have been completed by now.”
The delayed project forms part of a critical highway expansion initiative in Arunachal Pradesh. The NH-415 is divided into three packages:
Package A: Covers the initial segment of the four-laning project leading up to Papu Nallah.
Package B: Spans 11.3 kilometers from Papu Nallah to Nirjuli.
Package C: Covers 7.3 kilometers from Nirjuli to Banderdewa, including a 1.1-kilometer viaduct.
This highway upgrade is seen as crucial for boosting infrastructure and economic development in the Itanagar Capital Region. However, the latest accusations raise serious questions about administrative conduct and governance oversight in the implementation of high-priority public works.
Kaso concluded his address by stating that he intends to reveal more information regarding the alleged obstruction in the coming days.
