Assam: 60-Year-Old Man Dies of Heart Attack after Bring Excluded from NRC

Karimganj, September 2, 2019:

An elderly person died in fear of being left out of NRC in Badarpur area of Karimganj district in Assam. In Sarisha, another elderly broke down when he found out that the names of his family members were missing.

Nilomoni Pal had submitted the 1966 electoral roll and other relevant documents. Yet, he found out that his name excluded from the NRC. Out of frustration and anger, he has asked the government to give him poison and put him to death.

The final NRC’s publication has triggered a chaotic atmosphere across Assam. A 60-year-old person, named Faizur Rahman, died of heart attack when he heard that his family was excluded from the NRC (Badarpur area).

Rahman’s wife, Rusna Begum, and his daughter’s names appeared in the list. However, Rahman, along with with his 2 sons, and 3 other daughters, were excluded despite submitting the 1958 electoral records and a 1960 land document. Hearing this, he suffered a heart attack and passed away.

After publication of the NRC, Prateek Hajela, the State Coordinator, NRC said, “A total of 3,11,21,004 persons have been found eligible for inclusion in final draft, leaving out 19,06,657 persons, including those who did not submit their claims.

“Those not satisfied with outcome can file appeals before the Foreigners Tribunals”, he added.

It may be mentioned here that the NRC authority has declared that the non-inclusion of a person’s name in the NRC does not amount to his/her being declared a foreigner. Moreover, every individual kept out of the final NRC can appeal to the Foreigners’ Tribunal (FT). The time limit for filing appeals on FTs has been increased from 60-120 days.

Not only this, the Government will provide legal aid to those needy people who have been excluded from NRC, through the District Legal Services Authorities. An increased number of FTs are being established at convenient locations.
