The District Development Coordinate and Monitoring Committee (DISHA) meeting discussed on the status of various ongoing schemes in Hailakandi district of Assam. Chairing the meeting, MP Radheshyam Biswas urged all the officers to work in team spirit while reviewing the progress of implementation of Central flagship schemes, especially the Swachh Bharat Abhiyan in the district.
Biswas called for effective development and coordination of all the Central Government schemes whether it is for infrastructure development or social and human resource development.
All the heads of departments apprised the Chairperson about the present status of the schemes implemented in their respective departments which included Pradhan Mantri Gram Sadak Yojana, Pradhan Mantri Fasal Bima Yojana, Pradhan Mantri Krishi Sinchai Yojana, Deen Dayal Upadhyay Gram Jyoti Yojana, Pradhan Mantri Gramin Awaas Yojana, Pradhan Mantri Ujjwala Yojana, National Health Mission, Mahatma Gandhi National Rural Employment Guarantee Scheme and Swachh Bharat Mission (Gramin and Urban), among others.
Biswas instructed the officials to complete all pending works at the earliest. The representatives during the meeting assured all kinds of support for public welfare activities.
The MP exhorted upon the officials to ensure that the programmes are implemented as per guidelines together with a proper tab on the flow of funds and their timely utilisation. “All flagship programmes have to be implemented in a time-bound manner coupled with transparency and quality implementation,” he added.
Deputy Commissioner Adil Khan, who is the member secretary of the committee, while explaining the objectives, asked the officials to ensure proper and effective coordination among different departments to remove any constraints regarding implementation of government programmes. Khan also urged the people's representatives to take up any matter, if need be, regarding DISHA in the Parliament or Legislative Assembly.
DISHA monitors the implementation of 28 schemes and programmes of Ministry of Rural Development and other Ministries to promote synergy and convergence for greater impact.
The earlier District Vigilance & Monitoring Committee was looking after the execution of the programmes of rural development only whereas DISHA takes care of all the major flagship programmes which have clear time-bound deliverables like Swachh Bharat, Digital India besides looking at the programmes of rural development.
The intent is to primarily remove difficulties in implementation at the ground level to ensure better development coordination and, more importantly all schemes are implemented as per the guidelines.
The meeting was attended, among others, by MLA Hailakandi, Anowar Hussain Laskar, MLA Algapur, Nizamuddin Choudhury, MLA Katlicherra, Suzamuddin Laskar, senior officials of district administration and heads of different departments.
