Amid the ongoing Governor's Rule in Bodoland Territorial Council (BTC), Assam, 29 employees of Transport department in the Bodoland Territorial Council have been terminated on 7th August 2020 from their jobs by BTC Secretariat who were allegedly illegally appointed without any interview or examinations during the BPF ruled BTC administration in the council.
Among the terminated employees, eight are assistant enforcement inspector and 21 enforcement checker under Transport department of BTC administration.
The BTC Transport department, vide notification no. JCT/BTC/36/2020/1192(A),dated 05-03-2020 and JPC/BTC/36/2020/1190(A) dated 05-03-2020, had made appointments of 8 employees as assistant enforcement inspector and 21 as enforcement checker in the Transport department.
On many occasions, allegations were lodged against the appointments citing of illegally appointed from many quarters before the Governor as BTC was put under governor's rule from 28th April following expiry of the BPF ruled BTC administration.
A strict investigation was carried out into the allegations and accordingly found the appointments were not proceeded through the properly norms and conditions of the procedure.
The appointed employees were illegally appointed by some self-vested interest official or individual during the BPF ruled BTC administration which had violated Article 14 & 16 of Indian constitution. The employees were appointed illegally without conduct of any interview or examination in the Transport department of BTC administration.
BTC Principal Secretary, on 7th August, in a notification vide no. BTC/MISC/ACCY(BJM)/ACS 022020/69, have been termination of 8 assistant enforcement inspector and 21 engineering checker with effect from 7th August.
The terminated assistant enforcement inspector are, Kiuti Narzary (Kokrajhar DTO), Bhaskar Swrang Basumatary (Chirang DTO), Nicholas Basumatary (Baksa DTO), Ronel Robinson Mushahary (Udalguri DTO), Hayed Rajbongshi (Baksa DTO), Sonali Mohilary (Udalguri DTO), Deep Jyoti Bora (Udalguri DTO) and Kajib Basumatary (Baksa DTO).
Enforcement checkers are: Mwnthay Brahma, Bhaskar Mushahary, Kama Basumatary, Bob Boro, Dwihung Brahma, J Jwngma Basumatary, Utpal Bhadra, Krishna Deb, Pingku Narzary, Rubungsha Basumatary, Menoka Basumatary, Samir Shil, Sonoj Kumar Roy, Banendra Basumatary, Naishrang Islary, Jwngkwl Basumatary, A Abhijit Debnath, Bishal Kumar Brahma, Rousay Flower Basumatary, Dhrubajyoti Brahma and Kapen Narzary.
Meanwhile, RTI activist Prithibiraj Narayan Dev Mech has hailed the initited from BTC administration into the illegally appointment in the transport department.
He revealed that he complaint and case filed against a alleged illegally appointment without any interview or written examination in the Transport department in BTC, Assam.
He said that the dismissal information of 29 employees in Transport department is a good example of carrying proper investigation over a complaint or case filling.
"All of these candidates have gotten their jobs without appearing in any candidate selection interview conducted by Central Selection Board, BTC. Neither any circular was published nor conducting any interview by the concerned department",he added.
