Tamulpur, May 4, 2020:

Assam Rajya Sabha MP Biswajit Daimary, apparently still seething at the imposition of Governor's Rule in the Bodoland Territorial Council (BTC), has raised a series of questions over the Governor's impending visit to the region.

Talking to mediapersons, Daimary has said that since no persons above the age of 65 are allowed to move from one place to another amid the lockdown as per the new restrictions, how can the Governor, aged 77, travel to the BTC?

Addressing the recent allegations of a Rs 1000 crore scam in the BTC  by the ruling party, Daimary said that these can only be taken seriously if proven after an investigation. "(Former PM) Manmohan Singh was also named in a coal scam, but it was not proven. Something similar will happen in the BTC also; there is no corruption in the BTC", Daimary said.

Daimary, stating that the BPF party elected to power, added that the former BJP Government led by Atal Bihari Vajpayee had wished to give autonomy to the Council area after it was cut out of Assam. The imposition of Government's Rule, he said, is not in consonance with the dream envisioned by the former leader.

Expressing his displeasure at the non-extension of the BTC Government, Daimary once again referred to paragraph no. 2 of the Sub-Clause 6(A) of the Indian Constitution, and posited that under those provisions, the Government's term should have been extended. He further promised to discuss this issue on the floor of the Parliament.

Reacting to reports of a division in the BPF's ranks, Daimary rubbished reports that BPF General Secretary and Tamulpur legislator Emmanuel Mosahary shall be joining the BJP. "They are working with us; no BPF leader is joining the BJP", Daimary clarified. At the same time, he also affirmed that the BJP and BPF are not heading towards splitsvilla despite friction over the ensuing polls.

It may be mentioned here that a petition was filed questioning the power of the Governor of Assam, Jagdish Mukhi to run the administration of the Bodoland Territorial Council (BTC). It has also challenged how he could assume office to exercise all the functions and powers exercisable by the BTC, which falls under the sixth schedule of the Constitution of India.

“The learned Senior Counsel for the petitioners has questioned the power of the Governor of the State, who has assumed the functions of the BTC by submitting that the said order in violation of the mandate of the provisions of Schedule-VI of the Constitution of India,” stated the petition.
