Assam: Night Curfew and weekend lockdown lifted, new guidelines issued

Assam Chief Secretary Kumar Sanjay Krishna announced that Weekend lockdown and night curfew have been lifted in Assam, starting from September 4, 2020.

Sanjay Krishna tweeted, "Weekend lockdown and night curfew have been lifted, however, please adhere to all the COVID-19 protocols to keep yourself and others around you safe."

The chief secretary has also issued a list of guidelines for Unlock 4 in Assam, in keeping with the guidelines issued by the government of India on August 29.

1. Even though the lockdown and curfew have been lifted, but schools, colleges, etc to remain close till the 30th of September. However, teachers and staff of educational institutions are allowed to attend the workplace with only a 50% workforce.
2. Higher educational institutions are allowed to operate only on an unavoidable research basis.
3. Public transport services to resume from the 7th of this month, with strict social distancing and maintaining other Covid-19 protocols.
4. Social, political, cultural, religious, entertainment, educational functions to commence with only 100 people with effect from 21st of September. Mandatory wearing of face masks and maintenance of other COVID-19 protocols.
5. However, marriage related gatherings to be restricted to 50 people only. Last rite gatherings restricted to 20 till 20th September after which 100 people will be allowed.
6. Cinema halls, swimming pools, entertainment parks, and theatres remain closed to 30th September.
7. Lockdown in the Containment zones to remain in force till the 30th of September.

• The Containment zones to be demarcated by the District Magistrates with a clear declination of borders of the same and with the only objective of breaking the chain of transmission of this disease ensuring that there is no movement in or out the zones expect medical emergencies.
• These Containment Zones will be notified by the District Authorities on their official website.
• Meanwhile, there will be no restrictions on the inter-state or intra-state movement of goods or people. No separate pass/permit shall be required for the same.

Persons above 65 years of age, persons with comorbidities, pregnant women, and children below the age of 10 are instructed to stay indoors except for medical emergencies.

Any person found violating the above-mentioned guidelines is reliable to be prosecuted under relevant sections of the Disaster Management Act and also under IPC Section 188.
