New Delhi, July 17, 2019:

Rajya Sabha MP and firebrand politician of Assam Biswajit Daimary on Wednesday expressed his thoughts regarding the 2019 Union Budget presented by Finance Minister Nirmala Sitharaman, while at the same time stating how the Government can further help the Northeastern States of India develop infrastructure to put them at par with other more developed regions.

While addressing the Speaker, Daimary said that despite recent efforts, the tribal communities are are still 'backward' and thus, the Government must take measures to help these backward communities -- such as the tribals and the dalits -- to progress ahead by providing them with quality education.

The tribal areas are not getting efficient teachers at par with the teachers teaching at Government schools such as Navodaya and Kendriya Vidyalaya, he alleged. "All areas should get equal-quality teachers and infrastructure, and there should be no discrimination...the HRD Ministry should look into this", he cautioned.

Although he commended the budget of the Union, Daimary added that the Government needs to take some special provisions for the Northeast Indian states as the region is distinct from the rest of the country due to its geography and environment.

In regards to MNREGA, he said that the construction of roads in Assam and other Northeastern States is more expensive as it necessitates the building of culverts.

"As of now, Assam is completely submerged under water. 8-10 districts are underwater. A culvert is needed per hundred metres, which is not being considered. Moreover, net and boulders are needed to protect against erosion, for which no funds have been provided", he said, adding that the guidelines for the Northeast should be changed.

Daimary also alleged that the Atal Bihari Vajpayee-conceptualized DoNER has not been make the necessary developmental change in the Northeast and the funds that the Ministry is receiving is hardly enough for the needs of the Northeast. He also asked for 'emergency fund' for the flood-affected victims of the state and asked the Government to provide them with rehabilitation.

It is to be mentioned that Daimary is known for his unique and innovative solutions to problems faced by the citizenry at large. The BPF leader, for instance, once made national headlines when he said that Ministers should use bicycles while campaigning in the run-up to elections.
