Guwahati Police had a tip off within 48 hours from a garage owner about a caller whose identity in True Caller appeared as Innova Parag and had repeatedly called from his mobile number 9435104707 requesting immediate repair to a broken headlight that got damaged in a minor accident on the night of Uruka in Guwahati.  The garage owner specializes in repairing Toyota Innova vehicles. It must be mentioned that the driver of the Innova AS 01 AM 7695 had murdered a 6 Ft 3 inch Bhupender Singh alias Geego on a slightest provocation by a women seated next to the driver on the night of Uruka near Jaya Nagar area of Beltola in Guwahati. Eye witnesses have so far maintained a firm stand about seeing two women passengers drunk to the neck against Parag’s statement about giving lift to the two women to visit an ailing patient at GNRC hospital.

But question now is if Police had a tip off about the vehicle and the phone number of the driver transmitting SOS calls, then what kept police from recovering the vehicle and apprehending the driver until the next 15 days? Was the entire recovery a staged drama? Why that additional drama of calling and harassing owners of 20 odd Kamrup registered white Innova vehicles which had the number 7 in their number plates? Was there a motive to protect the driver or the owner of the vehicle?

An INSIDENE investigation into the bits of the case has revealed that the driver Parag had indeed called the garage owner around 8 to 9 times on the night of Uruka and in between the calls, Parag also made a video call wherein the Garage owner saw the face of Parag. However Commissioner of Police Hiren Nath on the day of Parag’s arrest had given a detailed report based on the confession of the driver about the entire incident but failed to disclose about the tip off that happened within 48 hours of the incident and later attributed the informer as a gentleman who didn’t wished to be named or had any interest on the sum of 50 thousand announced by Guwahati Police.

High level sources from within the Guwahati Police had reiterated that Parag isn’t a scapegoat as was earlier projected but a definite murderer who planned and killed Bhupender in an act of outrage but the level of protection and diversion of facts that has so far protected Parag with impunity has also failed to hold him as an accused murderer on police records. Other sources having close connection with the police have confided with INSIDENE that the two member women squad were a part of a prostitution racket and driver Parag was a pimp who delivered to clients as per demands and clients were from various sectors.

However adding to the twist, a top officer of the Assam Police, Guwahati Unit strictly on condition of anonymity alleged that the Innova AS 01 AM 7695 was hidden at a safe house of a top APS turned IPS officer in the Beltola area but that was without the owner’s knowledge. The source further alleged that it was only a day before the recovery of the Innova from the Geetanagar area that the owner forced the vehicle out of his residence and had allegedly warned fellow servicemen and colleagues of dire consequences if the story ever came to the light.

It would be worthwhile to add that the IO of the case Chittaranjan Buragohain at first refrained from divulging the minimum details of the case accusing media of blowing up the case alongside the complainant and the eye witnesses who according to the IO was trying to influence and divert the case and that the accident happened in an act of self defence. After repeated plea, the IO asked the INSIDENE investigative journalist to take permission from either the OC or Dy SP Mousumi Kalita of Basistha Police Station which was done accordingly. Later, when the permission was granted, the IO once again refrained from giving out the phone number of Parag’s sister Gitali Phukan who was earlier accused of giving varying statements before the police when she was questioned for two to three hours and was later released under a dramatic sequence. It was with great tact and investigation that INSIDENE managed to get hold of Gitali’s rented residence at Beltola Bishnu Rabha Path, co-sharing a ground floor apartment with other girls. Gitali who is a widow earns her livelihood by selling Oriflame cosmetic products and providing services like massage and bridal make up as was earlier informed by her mother Kabita Phukan earlier in North Lakhimpur. Interestingly Gitali Phukan never took heed of INSIDENE request to talk for a moment citing appointment with Parag in Guwahati Central Jail.

Close study of the CCTV surveillance footage acquired by the complainant Ratul Goswami shows that the Innova driven by Parag had white tyre cover which was later transformed into a black tyre and a black rim. The next CCTV footage captured the Innova with fog lights but the vehicle in custody was devoid of fog lights. But the most interesting part that defines lack of police third vision to deal with crime came from the fact that a clumsily moving patrolling police van at 20 to 30 kmph couldn't catch a abnormally speeding Innova vehicle of at 60 to 80 kmph by a fraction of 2 minutes 35 seconds or else the case would have arrived at a logical conclusion on the day of the murder and not like what the IO said to INSIDENE, "Would I have my job if the case ends with a illogical conclusion"!!
