Kausar Jamil Hilaly, the former State Commissioner for Persons with Disabilities (SCPD) of Assam has been conferred with the special jury award
with the National Council for the Promotion of Employment amongst Disabled People (NCPEDP) Mphasis Universal Design Award.
The is one of the most prestigious Disability-Access awards in India.
Hilaly held the office of SCPD of Assam from July 2018 to July 2020.

created a conducive environment for discussion and implementation of disability rights in the state, a press release stated.
He worked extensively to finalize and bring the Rights of Persons with Disabilities Assam rules in force and also monitored implementation of specific provisions of RPD act by different authorities.
