The Assam government has announced a Special Scheme for the Grant of Arms Licenses, ensuring the right to personal security for those residing in vulnerable and remote areas.
The scheme, effective from the date of official notification, is designed to offer controlled access to firearms under a robust legal and security framework.
The scheme is rooted in the Arms Act, 1959 and Arms Rules, 2016, and will be administered by the Home and Political Department of Assam.
The initiative is specifically targeted at:
> Indigenous/original inhabitants of Assam
> Indian citizens with valid identification
> Individuals living in vulnerable regions with demonstrable security threats
To prevent misuse, the policy incorporates stringent eligibility and vetting procedures, including:
> Thorough police verification
> Intelligence-based threat assessment

> Mandatory recommendation from the District Superintendent of Police
> Consultation by the District Magistrate with security agencies
Applicants must submit both the special scheme application form and the standard arms license form. The license, once granted, will be non-transferable. Any misuse will lead to immediate cancellation and legal action under the law.
The scheme will be closely monitored by District Magistrates and SPs, who are required to submit periodic implementation reports.
Importantly, this special licensing policy does not apply to inter-state border areas such as regions adjoining Meghalaya, Arunachal Pradesh, Mizoram, and Nagaland, where separate security protocols are in place.
The Assam government views this as a crucial step toward empowering indigenous communities with a sense of safety and autonomy while maintaining strict regulatory oversight.
