Unregistered tractor use in Assam's Dhubri raises safety and oversight concerns
A safety and administrative row has emerged in Dhubri, Assam, after allegations that an unregistered tractor is being used for Public Works Department (PWD) road projects by a Guwahati-based contractor.
Residents and daily commuters say heavy construction machinery has been moving through busy town roads without registration number plates, prompting questions about enforcement and official oversight. The issue has triggered claims of a “deep-seated conspiracy” between transport authorities and private contractors.
The controversy centres on Hiya Construction Company, currently engaged in PWD road works across several locations in the town. Locals report that tractors linked to the firm have been operating round the clock over the past several days.
The absence of visible registration numbers has become the main point of concern. Under the Motor Vehicles Act, commercial and construction vehicles operating on public roads are required to carry valid registration plates and fitness certificates.
The presence of what residents describe as “anonymous” tractors has heightened fears of serious liability if an “untoward incident” involving pedestrians or other road users were to occur. The fact that such vehicles are allegedly operating openly has also raised doubts about the role and vigilance of the district transport authorities.
Commuters have questioned how repeated violations could continue without official notice. Local activists allege a “levelling of conspiracy”, claiming that the contractor may be bypassing legal documentation and safety norms to cut costs, possibly with the silent approval of the District Transport Officer.
Concerns extend beyond regulatory breaches. Residents say the use of undocumented machinery casts a shadow over the transparency and quality of the PWD projects themselves. Some fear that if basic compliance is being ignored, the “purity and durability” of the roadworks could also be at risk.
“The lack of documents suggests a total disregard for the law and public safety,” a local resident said.
Amid growing public pressure, citizens are demanding an immediate inspection of all construction vehicles operating in the town and a clear response from the PWD on whether its contractors are meeting mandatory compliance and safety standards.
