An all-party delegation from Manipur led by Deputy Chief Minister Y Joykumar is headed for New Delhi to submit a memorandum to the Central leadership. The delegation, which is expected to reach Delhi at 5:30 pm, will bring up concerns relating to the 'final Naga solution'.

The memorandum already drafted for submission to the Prime Minister and other Central leaders was approved at the an all political parties' meeting held in Manipur's capital city Imphal yesterday.

Representatives of most political parties active in the State are members of the delegation. There are rising apprehensions in Manipur due to the Naga peace talks, with some civil bodies launching co-ordinated strikes and protests fearing that the 'final solution' might affect Manipur adversely. The women of Ima Keithel market have also submitted a memorandum to Manipur Governov Najma Heptullah stating that the territorial integrity of Manipur should not be compromised.
Meanwhile, the Centre is locked in a stalemate with the Isaak Muivah faction of the NSCN, the largest of the armed insurgent groups. The main disagreement is regarding a separate flag and Constitution for the Nagas.
The talks between the Centre and the NSCN-IM members have so far remained inclusive, with the Government-imposed deadline of October 31 inching ever-closer. However, sources have revealed that there is every possibility that the talks could extend beyond the proposed deadline.
