Manipur Deputy CM Nemcha Kipgen distributes livelihood aid to displaced families in Kangpokpi
Manipur Deputy Chief Minister Nemcha Kipgen on October 13 distributed livelihood assistance to internally displaced persons (IDPs) and welfare benefits to other beneficiaries in Kangpokpi district under the Seva Sankalp Abhiyan, 2026, urging village chiefs and civil society organisations to ensure that government schemes reach every eligible household, including those in remote hill areas.
Addressing the programme at the conference hall of the Sadar Hills Autonomous District Council (SHADC) in Kangpokpi, Kipgen stressed the need for stronger coordination between the administration and grassroots institutions to improve access to welfare schemes.
She said the initiative, held alongside the Viksit Bharat Sankalp Yatra, reflected Prime Minister Narendra Modi’s vision of extending government services and welfare benefits to the last mile, particularly in areas where geographical challenges often hinder access to public services.
The Deputy Chief Minister appealed to village chiefs and civil society organisations to help identify deserving beneficiaries and guide them through the process of accessing government assistance.
She emphasised that the effective implementation of welfare schemes required active participation from local leaders and community organisations, who are often better placed to identify families in need.
During the programme, Kipgen distributed livelihood assistance through the Tribal Affairs Department to IDPs and other beneficiaries for income-generating activities, including piggery, poultry farming, vegetable cultivation, ginger and turmeric farming, and banana cultivation.
The assistance is intended to help beneficiaries establish sustainable sources of income and strengthen their economic resilience, particularly among families affected by the ongoing conflict in Manipur.
Several other welfare benefits were also distributed under different government schemes.
These included health cards under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), benefits under the PM-KUSUM scheme and PM Surya Ghar Muft Bijli Yojana through the Manipur State Power Distribution Company Limited (MSPDCL), and first-time bank linkage support for Self-Help Groups (SHGs) under the Manipur State Rural Livelihoods Mission (MSRLM).
Other assistance included sponsorship under Mission Vatsalya through the District Child Protection Unit in Kangpokpi, sanction letters for piggery assistance and loans under the MUDRA scheme, and knapsack sprayers distributed by the Agriculture Department.
Uniforms, textbooks and stationery were also provided through the Zonal Education Office, Kangpokpi. The District Social Welfare Office distributed assistive devices, including wheelchairs and hearing aids, to eligible beneficiaries.
Beneficiaries expressed gratitude for the assistance, saying the support would help address their needs and improve their livelihood prospects.
Earlier in the day, Kipgen participated in a tree plantation drive organised by the Kangpokpi Forest Division in collaboration with the district administration at Brigadier M. Thomas Ground in Kangpokpi town.
She planted a sapling alongside Joel G. Haokip, Joint Secretary of the Rural Development and Panchayati Raj and Tribal Affairs and Hills departments; James Doujapao Haokip, Chief Executive Officer of SHADC; and other district officials.
Self-Help Groups also set up stalls showcasing their activities and products, which Kipgen and other officials inspected before the formal programme began.
The event was attended by Deputy Commissioner Hemant Kumar, along with officials from various departments and administrative subdivisions.
The programme combined livelihood assistance, welfare benefit distribution and environmental initiatives, with an emphasis on improving access to government schemes and strengthening community participation across Kangpokpi district.
