The Government of Nagaland has clarified that the decision of the State Government to issue an Office Memorandum on July 7 asking all Government employees to furnish information regarding their family members and relatives in Naga political organizations was made on the direction of the Governor of Nagaland, which was also deliberated by the State Cabinet in its meeting held on July 3. The Government issued the clarification in view of the public as well as Naga groups response on the matter.

With reference to the Office Memorandum issued by Mr Temjen Toy, Chief Secretary of Nagaland state government with the directive to all the state government employees to fill up the self-declaration form to declare their relation with the Naga underground groups, the NSCN has responded. “This is considered to be one retrograde step worked out insidiously to cripple the Naga political movement and forcefully bring the Naga political issue under the purview of ‘law and order’ issue. Insulting and demeaning as it is, NSCN denounce the directives which are nothing but desperate attempt to browbeat Naga freedom fighters into submission. Such a despicable directive stands incompatible with the spirit of the Indo-Naga peace process"
