The State-Level Conference of Superintendents of Police (SPs) and Commandants was held at the DK Convention Centre in Itanagar, on March 2, where Pema Khandu called for sweeping reforms in policing, internal security and technological integration.
Addressing senior police officials, the Chief Minister stressed the need to shift from “arrest-oriented” policing to a “conviction-driven” criminal justice approach. Expressing concern over the state’s conviction rate of around 30 per cent, he urged officers to focus on building stronger cases to ensure successful prosecution.
Highlighting the growing complexity of modern crimes, Khandu emphasised the integration of artificial intelligence in policing, strengthening cybercrime units and enhancing digital forensic capabilities. He said technology must become central to law enforcement strategy in the state.
On internal security, the conference discussed measures to tackle illegal immigration and insurgency-related challenges, particularly in sensitive districts such as Tirap, Changlang and Longding. Strengthening coordination and intelligence-based operations were identified as key priorities.
The Chief Minister also spoke about infrastructure upgrades, including the technological enhancement of the Inner Line Permit (ILP) system for a digital rollout across Arunachal Pradesh. Proposals were discussed to strengthen the State Forensic Science Laboratory by augmenting manpower and technical resources.
Emphasising transparency and public engagement, Khandu urged the police department to actively manage official social media platforms to improve communication, public awareness and trust in law enforcement.
