Arunachal Pradesh Chief Minister Pema Khandu has reiterated that the Arunachal Pradesh Freedom of Religion Act (APFRA) 1978 is aimed at strengthening indigenous culture and is not targeted against any religious group.
Speaking on the matter, he emphasized that while religious backgrounds may differ, all citizens of Arunachal Pradesh are indigenous and share a common cultural heritage.
Khandu noted that the APFRA was enacted in 1978 to protect the rich traditions of the state. However, despite its long existence, only two pages of the Act had been drafted, with no rules formulated.
Recently, the Gauhati High Court directed the state government to amend and finalize the rules within six months. Currently, the rules are in the draft phase, and the Chief Minister assured that they are not against any religion or organization, be it Hindu, Buddhist, or Christian.
Addressing concerns about political misinterpretation of the Act, Khandu urged all parties not to give the issue a political angle. He acknowledged the right of individuals and organizations to express their views in a democracy, including taking legal recourse.

Additionally, he instructed the state Home Minister to engage with stakeholders, including the Arunachal Christian Forum, starting February 21, to address any concerns regarding the Act.
Meanwhile, Itanagar MLA Techi Kaso responded to protests related to the APFRA, reaffirming the state government's commitment to safeguarding the rights of all indigenous people.
He emphasized that Arunachal Pradesh does not have any caste divisions and that the Chief Minister has assured that no religious communities will be adversely affected.
Kaso further stated that any rules made under the Act will be formulated only after due consultation with relevant stakeholders.
The Arunachal Pradesh government remains committed to ensuring that the final rules of the APFRA align with the state’s diverse and inclusive ethos while preserving its indigenous heritage.
