‘Nothing forceful’: Arunachal CM Pema Khandu opens talks on proposed Siang Upper Multipurpose Project

Arunachal Pradesh Chief Minister Pema Khandu has said there will be no forceful implementation of the proposed Siang Upper Multipurpose Project (SUMP), stressing that the government remains open to discussions with residents, organisations and groups opposing or raising concerns over the project.

Khandu said discussions on the proposed project and its pre-feasibility report (PFR) have been underway for the past two years and that several residents and villagers have come forward and signed memoranda of understanding (MoUs) in connection with the project.

“There is nothing forceful,” Khandu said, adding that some people continue to oppose the project. He said the government would address their concerns through dialogue as the SUMP is a national project.

“The doors are always open from the government side. Any organisation, individual or group having any doubt regarding the PFR may come and discuss with the government. Our doors are open for discussion,” he said.

Khandu said he would soon visit the Upper Siang region and personally meet those who want to discuss the project with the government. He said he would seek to clarify concerns surrounding the proposed mega project during the visit.

The proposed SUMP, planned in the Upper Siang region of Arunachal Pradesh, has an estimated generation capacity of around 11,000-11,200 MW. If implemented, the project is expected to substantially increase the state's hydropower generation capacity.

The project, however, has faced opposition from sections of local communities and civil society groups. Concerns have been raised over possible displacement, environmental impact, cultural heritage and seismic risks associated with the proposed infrastructure.
