Chief Minister Pema Khandu, speaking to the media on the sidelines of the 41st Nyishi Elite Society (NES) Conference at Koloriang, said that the state government will soon frame the rules under the Arunachal Pradesh Freedom of Religion Act (APFRA).
He acknowledged that the six-month deadline set by the High Court has already passed, but assured that the committee tasked with drafting the rules is working on it.
Khandu emphasised that the Act “will apply equally to all religions and will not affect or target any particular community,” adding that its sole purpose is “to safeguard the vulnerable Indigenous population of Arunachal Pradesh.”

On the recent order halting the construction of a mosque near the Naharlagun Helipad, the Chief Minister said there is “nothing to worry” regarding the alleged influx of Bangladeshi Muslims into the state. He stated that the Home Department is maintaining strict vigilance and that intensive Inner Line Permit (ILP) checks are being conducted across all 27 districts to curb illegal entry.
At the conference, Khandu lauded the Nyishi tribe—the largest community in the state—for their role in maintaining peace and supporting development. He appreciated the efforts of the Nyishi Elite Society in organising the conference and electing a new executive body, saying such initiatives help bring reforms and improve the socio-economic well-being of the community.
