Assam: BTC presents Rs 1,588.31 crore budget for 2026–27, focuses on education, infra and welfare

Bodoland Territorial Council (BTC) Chief Hagrama Mohilary on July 29 presented a Rs 1,58,831.32 lakh Budget for the financial year 2026–27, with a focus on education, infrastructure development and public welfare.

Mohilary, who also holds charge of the BTC Finance Department, presented the Budget on the opening day of the two-day Budget Session of the BTC Legislative Council, being held on July 29 and 30.

The Budget includes Rs 90,000 lakh under the Consolidated State-Owned Priority Development (SOPD) Grant to the BTC. It also earmarks Rs 20,000 lakh for infrastructure development, creation of capital assets and implementation of the Bodoland Territorial Region Accord.

Another Rs 20,000 lakh has been allocated as special assistance for Centrally Sponsored Schemes, while Rs 9,757.25 lakh has been earmarked as infrastructure grant.

The Budget also provides Rs 2,530.22 lakh as administrative grant, Rs 2,794.44 lakh as special grant to the BTC, Rs 1,000 lakh as ex gratia assistance for martyrs and Rs 1,000 lakh for the construction of a BTC Guest House in Chennai.

Mohilary also presented the estimated receipts and expenditure under the Normal Budget, based on the BTC’s own revenue sources, for 2026–27.

The estimated receipts stand at Rs 9,131.42 lakh, while expenditure has been projected at Rs 16,285.94 lakh, resulting in an estimated deficit of Rs 7,154.47 lakh.

The earmarked SOPD-G funds have been allocated to various BTC departments in accordance with the Annual Operating Plan (AOP) for 2026–27.

Addressing the media, BTC Executive Member Derhasat Basumatary described the Budget as people-centric, development-oriented and welfare-focused.

He said the Budget places special emphasis on strengthening the education sector while ensuring balanced development across all sectors within the BTC region.

During Question Hour, responding to a query by MCLA Daobaisa Boro regarding the continuation of the Bodofa Super-50 Mission, BTC Executive Member for Education Rabiram Narzary said the programme would be renamed the UN Brahma Free UPSC, APSC, NEET and JEE Coaching Programme.

He added that the number of beneficiaries under the programme would be significantly increased beyond the existing limit of 50 students.
