Assam: Dima Hasao administration imposes Section 163 to protect migratory birds in Jatinga and Daihing

The Dima Hasao district administration has intensified protective measures for migratory birds visiting the region’s iconic bird migration site, Jatinga, along with Daihing village, by invoking Section 163 of the Indian Penal Code (IPC).
The move comes as thousands of migratory birds begin their annual arrival between September and November, a period when Jatinga draws global attention for the mysterious bird phenomenon that occurs each year.
District Magistrate and Commissioner Munindra Nath Ngatei has urged citizens to maintain vigilance and ensure the safety of the visiting bird species. He also appealed to residents not to engage in any activities that could harm or disturb the migratory birds.
To safeguard the avian visitors, the administration has prohibited the use of Petromax lamps and high-intensity lighting in Jatinga and Daihing villages, as these lights are known to disorient the birds at night.
Speaking to the media, Commissioner Munindra Nath Ngatei stated, “Our forest officials have confirmed that migratory birds have begun arriving in Jatinga, Daihing, and Umrong’s Newtungbung village. Section 163 has been enforced to ensure their protection. People may observe these birds, but anyone found capturing or harming them will face strict legal action.”
The Dima Hasao administration has been actively working with forest authorities and local communities to spread awareness about bird conservation and discourage harmful practices during the migration period.
This annual initiative underscores the district’s commitment to preserving Jatinga’s ecological and cultural heritage, often referred to as Assam’s ‘valley of birds.’
