Assam: North Cachar Hills Autonomous Council allocates Rs 1232 crore for Dima Hasao development

The North Cachar Hills Autonomous Council (NCHAC) on Tuesday, August 4 presented a Rs 1,232-crore budget for the 2026-27 financial year, outlining a development-focused roadmap for Assam's Dima Hasao district with priority accorded to education, sports, youth empowerment, tourism and employee welfare.
The Council's 14th budget estimate was tabled during a special session at the NCHAC headquarters by Executive Member in charge of Finance Donpainon Thaosen. The session, chaired by Council Chairman Mohet Hojai, witnessed unanimous support from the members for the proposed allocations.
Presenting the financial plan, Thaosen said the budget reflected a strengthened fiscal framework and enhanced discretionary powers of the Council, attributing the improved financial position to the continued support of the Assam government.
Of the total allocation, Rs 889 crore has been earmarked under the State-Owned Priority Development (SOPD) component for expenditure on employee salaries, development works and other priority initiatives. The Council also introduced a dedicated MAC Area Development Fund with an allocation of Rs 30 crore to support local development projects.
A provision of Rs 232 crore has been set aside under establishment expenditure to clear pending salaries and gratuities of Council employees, including payments for Class I and Class II officers.
Speaking to reporters after the budget presentation, Chief Executive Member Debolal Gorlosa said the Council would utilise the allocated resources prudently to accelerate the welfare and development of the region. He added that efforts would continue to strengthen the Council's revenue base through taxation, land revenue and income generated from forest resources.
Gorlosa said the Council would place particular emphasis on youth empowerment by expanding investments in education, sports and tourism, identifying these sectors as key drivers of Dima Hasao's long-term socio-economic development.
