Proposed integrated online permit system features offline capabilities: Sikkim tourism department

The Tourism and Civil Aviation Department of the Sikkim government has proposed an Integrated Online Permit System and Eco-Management framework aimed at making tourism regulation more transparent, accountable and sustainable across the state.
The proposed system will apply specifically to destinations covered under the Restricted Area Permit (RAP) and Protected Area Permit (PAP) regimes, including Tsomgo and Nathula, the Lachung and Lachen circuits and other notified protected areas of North Sikkim.
Commissioner-cum-Secretary of the Tourism and Civil Aviation Department, Raj Kumar Yadav, said the proposed system has been designed to address revenue leakages under previous arrangements and ensure that legitimate tourism revenue reaches the state.
Under the new framework, permit-related payments will be processed digitally, creating verifiable records of permits issued and revenue collected. Digital records will also strengthen government audit mechanisms and improve transparency and accountability.
The system will continue to route permit applications through registered Sikkim-based tour operators and travel agencies. Each authorised agency will receive a unique user ID and password, ensuring traceability in the permit process.
The proposed framework will also include geo-fencing and digital monitoring to strengthen oversight of tourist movement in restricted and protected areas. Permits will be non-transferable to prevent misuse, unauthorised resale and irregular practices.
Yadav also highlighted that the system will have contingency arrangements and offline capabilities to ensure essential permit services continue during internet, connectivity or power disruptions.
The government clarified that the agency selected to develop or operate the system will function only as a service provider, while ownership, authority and control over the permit system and its revenue will remain with the government and the Tourism Department.
The proposed system also seeks to simplify permit processing, reduce unnecessary intermediaries and paperwork, and make the process more convenient for tourists and local tour operators. Eligible Sikkimese residents will continue to receive applicable local permits and passes without tourist permit charges, subject to prescribed documentation.
The department also outlined provisions for tourist safety and emergency response, including coordinated assistance mechanisms and insurance provisions.
As part of the proposed eco-management framework, dedicated measures will be undertaken for garbage management in the Nathang-Machong area through the concerned GPU with financial assistance. The initiative aims to address waste management challenges arising from increasing tourist footfall while protecting the fragile environment.
The government further clarified that outside-state vehicles, including bikes, will not be permitted on regulated tourist routes. Sikkim-registered taxis and eligible bikes will be allowed in accordance with applicable rules.
The proposed technology-driven reform is aimed at making Sikkim’s tourism permit system simpler, transparent, accountable and tourist-friendly, while strengthening regulation, tourist safety and sustainable tourism management across key destinations.
