The District Level Viksit Bharat Youth Parliament 2026, held at Presidency College in Manipur's Motbung on Thursday, March 5, witnessed intense discussions on one of the most debated phases of Indian political history, The Emergency.
Organised by the National Service Scheme (NSS) Unit of Presidency College under the initiative of the Ministry of Youth Affairs and Sports, the programme brought together students from various colleges across Kangpokpi district to deliberate on the theme “50 Years of Emergency: Lessons for Indian Democracy.”
The event began with a traditional lamp-lighting ceremony and the national anthem. Dr. Mahejuddin Sheikh, Principal of Moirang College, attended as the chief guest and stressed the importance of democratic awareness among youth. He urged students to study history as a guide to preserving the future of India’s democratic institutions.
Dr. Hoipi Haokip graced the occasion as guest of honour, while Dr. Sheikhohao Kipgen, Principal of Presidency College, Motbung, presided over the programme.
During the simulated parliamentary session, participants examined how the Emergency period tested constitutional values and civil liberties. Speakers reflected on the suspension of fundamental rights during that time, describing it as a reminder of the need for constant vigilance to protect democratic freedoms.
Following evaluation by a jury panel comprising Dr. Thathang Vaiphei, Lunthang Hangshing, Dr. George Lalmis Haokip, Dr. Md. Farijuddin Khan and Dr. Hoipi Haokip, Haominlun Lhouvum of Presidency College secured the first position. Konneilhing Hangshing and Kamkhotinthang Chongloi of Oasis College placed second and third respectively, while Mary Chongloi of Kanggui Christian College and Khadlienmoi Chongloi of Presidency College secured fourth and fifth positions.
The top five winners will represent Kangpokpi district at the state-level Youth Parliament competition to be held later in Manipur.
The programme concluded with prize distribution and feedback from jury members, with organisers describing the Youth Parliament as a platform encouraging young citizens to engage critically with democratic values and constitutional principles.
