APFRA 1978 Act remains active, confirms IFCSAP president Emi Rumi

The Arunachal Pradesh Freedom of Religion Act (APFRA), 1978, remains active and enforceable, reaffirmed Dr. Emi Rumi, President of the Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP).

Dr. Rumi clarified that while the rules under the Act are yet to be finalised as directed by the High Court, the legislation itself continues to be in force, enabling citizens to lodge complaints under its provisions.

Dr. Rumi cited a confirmation from the state’s first IAS officer and former Chief Secretary, Tabom Bam, who had earlier verified the Act’s active status. During his tenure as Deputy Commissioner in Khonsa, Bam had reportedly invoked the provisions of the APFRA, 1978, to deny an Inner Line Permit to the Bishop of Tezpur, who was allegedly planning a mass conversion event in the region at that time.

Reiterating the importance of safeguarding the indigenous faith and cultural ethos of Arunachal Pradesh, Dr. Rumi said the Act continues to serve as a legal instrument against forced or induced religious conversions.

He added that IFCSAP would continue to advocate for the full implementation of the Act, including the finalisation of its rules, to ensure greater clarity in enforcement.
