In a remarkable recognition of dedication, innovation, and public service, Vishakha Yadav, District Collector of Kurung Kumey, Arunachal Pradesh, has been conferred with the prestigious Prime Minister’s Award for Excellence in Public Administration 2024.
The award celebrates her outstanding leadership in the implementation of the initiative "PROJECT DIGIKAKSHA – A Vision for a Vibrant Village on the Indo-China Border."
The award, under the category “Innovation - District”, acknowledges exemplary work by civil servants who demonstrate innovation, efficient governance, and impactful service delivery across India. “Project DIGIKAKSHA” was conceptualised to transform remote border villages into digitally empowered and self-reliant communities, ensuring both national integration and sustainable development in one of India’s most sensitive regions.

In a formal letter of appreciation, V. Srinivas, IAS, Secretary, Department of Administrative Reforms & Public Grievances (DARPG), conveyed his pride in honouring Ms. Yadav. He commended her “valuable contribution with commitment and dedicated efforts” and highlighted the project’s role in setting new benchmarks for innovation at the grassroots level.
The letter has been sent to the Secretary, DoPT, and the Chief Secretary for inclusion in her performance appraisal dossier and ER Sheet, further solidifying her recognition within the administrative framework.
Ms. Yadav’s achievement is a shining example of how committed governance, when aligned with innovation and empathy, can bring transformative change to some of the most remote corners of the country.
