Kangpokpi launches public-centric parking and traffic control system

In a major step toward easing congestion and strengthening public safety, the Sadar Hills Autonomous District Council (SH-ADC), Kangpokpi, in coordination with the District Administration, rolled out a comprehensive public-centric parking and traffic management system on a pilot basis across Kangpokpi District Headquarters today. 

The initiative is being implemented under the Manipur (Hills Areas) District Councils Act, 1971, and its 2008 amendment, with active support from the District Police, District Transport Office and other sectoral departments.

The new system brings together three core teams for execution and enforcement: the District Police Traffic and Security team, the District Council ticketing and coordination team, and the District Transport Office monitoring unit. Deputy Commissioner Mahesh Chaudhari, IAS, formally launched the system at Uptown Kangpokpi Bazar with a ribbon-cutting ceremony attended by ADC/ADM Kangpokpi N. Shokhongam Baite, CEO SH-ADC James Doujapao Haokip, district officials and representatives of local civil bodies, including the Kangpokpi Town Committee, Kangpokpi Youth Union and Kangpokpi Women Welfare Organisation.

Calling for strong public cooperation, Chaudhari said the initiative is “not merely an administrative reform but an urgent necessity” for the safety, discipline and long-term development of Kangpokpi. He urged residents, shopkeepers, transporters and vehicle owners to support the system, stressing that community participation is essential in transforming Kangpokpi into a safer and more commuter-friendly town.

ADM N. Shokhongam Baite described the system as a public-centric safety mechanism designed to reduce congestion, prevent accidents and improve convenience for commuters and businesses. CEO James Doujapao Haokip said the new measures aim to bring order to the increasingly congested town through designated parking zones, clear signboards, ticketing and regulation processes, and improved pedestrian and vehicular movement. He added that strict enforcement, including fines, would be implemented after the pilot phase.

Signboards indicating parking types have already been installed, and vehicle owners are required to adhere to the designated spaces. The District Police Traffic team and District Transport Office will jointly oversee daily compliance to ensure smooth traffic flow, pedestrian safety and the prevention of roadside hazards.

With vehicular pressure rising steadily in recent years, the launch of this system marks a significant policy move toward disciplined road management and safer public spaces in Kangpokpi.
