Sikkim: 35% cut in CM's salary, other key measures announced

In order to mitigate the adverse effect of the economic downturn, various austerity measures have been taken by the state government. In the Cabinet meeting held on 8th May, the govt took stock of the Covid19 scenario and the extended lockdown. One of the measures has been the salary cut taken by the Chief Minister and other Ministers for one year.

There are a host of other measures, which include:

• Utilization of the Discretionary Fund of Ministers to be put on hold.
• Ban on appointment under regular/work-charged/muster roll/adhoc/consolidated pay/ temporary basis etc for six months.
• Restrictions on repairs, maintenance, and payment of liabilities.
• Ban on replacement and purchase of new vehicles, computers, and peripherals etc.
• Curtailment of allocation under revenue expenditure in all Departments by 10%.
• Restrictions on drawal of PoL by Government officers outside the State and a complete ban on foreign tours.
• Restrictions on a tour of officers and staff.
• Restrictions on advertisement/publication of Notice Inviting Tender except mandatory ones.
• Restrictions on conveyance allowance.
• Grant of Housing building advance to be deferred until further notice.
• Ban on official receptions in Hotel/resorts etc.
• Deferment of transfer of funds to Rural and Urban Local Bodies other than salaries and honorariums till further order.
• Devolution of funds under the 5th State Finance Commission to be reduced by 10% except grants recommended by the 15th Finance Commission.
• Non-utilization of all contingency provisions in the ongoing works until further notice.
• No new scheme/works including land acquisition to be initiated till further order.
• No restriction on implementation of Centrally Sponsored Schemes where funds are made available by the Government of India.
• No liabilities to be created without budget provision.
• Allocation for the ongoing capital works except for State share to be reduced by 15%
