New Delhi, March 8, 2020:

Union Minister of State for Home Affairs G Kishan Reddy, in a written reply in Rajya

Sabha to a question regarding insurgency in North-Eastern region on Mar 4 said that the security situation in the North Eastern States has improved substantially since 2014 and there has been a 70% decrease in NE insurgency incidents compared to 2013.

Compared to 2013, there has been 70% reduction in insurgency incidents, 80% in civilian deaths and 78% in security forces casualties in the year 2019, Reddy said in his statement.

Reddy also informed the Upper House that there were 1,824 surrenders by insurgents in the years 2014 to 2019. Recently, 88 cadres of National Liberation Front of Tripura (Sabir Debbarma) [NLFT-SD] surrendered after an agreement with the outfit in August, 2019.

Furthermore, the Union Minister pointed out that 644 cadres of different outfits surrendered on 23 January, 2020. He also cited the surrender of 1,615 cadres of different factions of National Democratic Front of Bodoland (NDFB) who had surrendered on 30 January, 2020 after signing of Memorandum of Settlement with different Bodo groups.

The surrender of the Bodo insurgents came about after the signing of the tripartite Bodoland Territorial Region (BTR) pact. The government signed the accord with the four factions (Gobinda Basumatary, Ranjan Daimari, Dhiren Boro and Saoraigwra) of National Democratic Front of Boroland (NDFB), one of the dreaded militant outfits of Assam, the All Bodo Students’ Union (ABSU), which has been spearheading the movement for Bodoland state since 1972, and the United Bodo People’s Organisation, a civil society group. The move is expected to boost peace in the Northeast.
