Himanta Biswa Sarma stated that the former Congress chief minister late Tarun Gogoi wanted to file a case against Meghalaya for causing floods in Guwahati.
Sarma asserted that Gogoi believed that deforestation in Meghalaya's hills was causing floods in Guwahati.
Speaking to the media, Sarma said, "When I mentioned USTM, there was a commotion. But Tarun Gogoi already said this, I got it from the files. Gogoi has said that the main cause of floods in Guwahati is Jorabat. Now Congress is shouting at me, and Gogoi's son is also shouting at me for taking the name of USTM. If his son says what his father said is wrong, what else can I say? If you are a Muslim, you must be given a reservation. These ideas must be removed. What Tarun Gogoi has said from 2005-2014, I have got 25 paper cuttings so far regarding this. He said Meghalaya should be given a case, and Meghalaya finished us...he also said, Akhil Gogoi is also to be blamed for the floods in Guwahato, I will not go into this debate. But while Tarun Gogoi was alive, he repeatedly said that Jorabat was the cause of artificial flooding in Guwahati. There was no USTM then. The USTM is owned by Muslims and Congress is trying to rescue it."

Assam Chief Minister Himanta Biswa Sarma on August 12 said that the University of Science and Technology Meghalaya (USTM) is promoting 'Jihad' and criticized the Congress party for allegedly reacting based on the institution's Muslim ownership.
Sarma claimed that Congress would not have voiced concerns if USTM’s owner were Hindu. "The Congress is only shouting because the USTM owner is Muslim," he alleged. He also criticized the Congress for allegedly politicizing the flood situation in Guwahati.
