<p class="text-align-justify">Assam Chief Minister Dr. Himanta Biswa Sarma on Thursday campaigned in support of BJP candidates Gautam Das from Mathanguri and Chakradhar Das from Salbari council constituencies in Baksa district ahead of the Bodoland Territorial Council (BTC) elections.</p>

<p class="text-align-justify">Speaking to reporters, the Chief Minister avoided direct comments on broader BTC poll strategies but expressed strong confidence that the BJP would secure victories in both Mathanguri and Salbari constituencies. “We will win in both seats. The turnout at BJP meetings has been increasing significantly. This time, we expect to win close to 20 seats in the BTC elections,” he said.</p>

<p class="text-align-justify">Sarma also questioned the role of Raijor Dal president Akhil Gogoi in the BTC polls. “I cannot understand on whose behalf Akhil Gogoi has come to campaign here,” he remarked.</p>

<p class="text-align-justify">On the political mood in the region, Sarma said, “The people have clearly indicated that BJP is leading in the BTC elections. We respect all parties except the Congress.”<br />

<p class="text-align-justify">Sarma further claimed that both in the BTC and in the Assam Legislative Assembly, the Congress would perform poorly. He also highlighted the decline of so-called “D-voter” numbers among Bengali Hindus. “When I became Chief Minister, there were around 2.5 lakh D-voters. Today, that number has come down to 30,000,” he said.</p>

<p class="text-align-justify">Reiterating his political vision, Sarma stated, “I did not enter politics because of Congress. I entered politics with the blessings of the poor people.”</p>

<p class="text-align-justify">Today’s rally also saw the participation of Minister Ranjit Kumar Dass, MLA Phanidhar Talukdar, and several other BJP leaders and workers.</p>

<p class="text-align-justify">Reacting sharply, Boro said, “Things have not reached such a stage that I will go to Delhi to build a house. Who will hide one or two katha of land? If this is the case, then what about those who have hidden land worth crores? Akhil Gogoi should file a complaint with the Election Commission. I am preparing to file a defamation case against him.”</p>

<p class="text-align-justify">He further recalled that Gogoi had once accused former Assam Chief Minister Tarun Gogoi of owning property in the United States, and is now targeting him with similar unverified claims. “Making such allegations without proof has become a habit for Akhil Gogoi,” Boro remarked.</p>

<p class="text-align-justify">Addressing reporters in Guwahati, Gogoi claimed that Boro, contesting from the Goibari constituency in the upcoming Bodoland Territorial Council (BTC) elections, failed to disclose multiple landholdings owned by him and his family. Gogoi said he personally verified official records before making the allegation.</p>

<p class="text-align-justify">Turning to the elections, Boro expressed confidence that the UPPL candidate in Koklabari would secure victory by a margin of 15,000 to 17,000 votes. He said that the promises made by the UPPL in 2020—ensuring peace and security in the Bodoland Territorial Region—had been fulfilled and that Koklabari constituency had witnessed equitable development.</p>

<p class="text-align-justify">“The final laugh in this election will be of the UPPL,” Boro asserted, adding that earlier governments had never given proper recognition to the 26 communities residing in the BTR.</p>

<p class="text-align-justify">The rally also witnessed the participation of Minister Urkhao Gwra Brahma, Koklabari UPPL candidate Montu Boro, and several party leaders and workers who pledged their support for the campaign.</p>

<p class="text-align-justify">“The chief minister has treated BPF and UPPL as his personal property, using them as tools to serve corporate interests. First, it was Patanjali through the BPF, and now through the UPPL. This is how Assam’s resources are being bartered away,” Gogoi alleged.<br />

<p class="text-align-justify">He maintained that the Congress, in contrast, was committed to safeguarding the rights and resources of the local people. “We are not in politics to enrich ourselves. We are here to serve the poor and protect the people’s land. That is our pledge,” he said.</p>

<p class="text-align-justify">Gogoi further asserted that the BJP will not be able to form the government in the BTC this time, citing a growing wave of support for Congress. “People are becoming more conscious and aware. <p class="text-align-justify">The Chief Minister underlined that both BPF and UPPL are part of the NDA alliance. “If you see, Hagrama Mohilary is also part of NDA like UPPL. So after the election, with everyone’s cooperation, the government will be formed,” Sarma added.</p>

<p class="text-align-justify">Sarma further expressed confidence that the BJP will emerge as the single largest party. “What I can see is that BJP will get maximum seats, but BTAD is different from Dispur, hence we have to think and proceed,” he remarked, stressing the need for consensus-driven governance in the region.</p>

Speaking at the rally, Boro said that despite ruling for 17 years with the support of both the Congress and BJP, Hagrama Mohilary and his Bodoland People’s Front (BPF) failed to restore peace in the region.</p>

<p class="text-align-justify">Highlighting the sacrifices that led to the formation of the Sixth Schedule Council, Boro said Bodoland cannot be allowed to remain a hotspot of violence. “It is not possible to keep Bodoland burning forever,” he remarked, adding that governance will depend on the number of seats secured in the upcoming polls.</p>

<p class="text-align-justify">During the campaign speech, Hagrama Mohilary urged voters to cast their votes by presenting “the right pictures” instead of taking money from UPPL (United People's Party Liberal). In interactions with journalists, he refrained from commenting extensively but emphasised the importance of BPF governance in the Bodoland Territorial Council (BTC).</p>

<p class="text-align-justify">Hagrama Mohilary stated that BTC requires a BPF government for its stability, warning that without it, the council could face destruction. He also promised that if BPF comes to power, land pattas would be provided to residents.&nbsp;</p>

<p class="text-align-justify">He dismissed Minister Ranjit Dass’s claim that the BJP would win 18 seats in BTC as a personal opinion and predicted that UPPL would be wiped out this time.</p>

<p class="text-align-justify">Responding to a question about Chief Candidate selection, she said that while BPF leaders may claim they are the “chief,” it is ultimately the people who will decide after September 26. When asked about Chandan Brahma, he declined to comment, stating she did not wish to mention any names. When questioned about the meaning of “Jamba,” he replied that it means “foolish.”</p>

<p data-end="1585" data-start="1180">Sarma said the region has already witnessed significant progress in recent years. The withdrawal of the Armed Forces Special Powers Act (AFSPA) from BTR, he noted, has created “an unprecedented era of security and stability.” Financial allocation to the region, which was Rs 100 crore in 2016, has risen to Rs 1,500 crore in 2025, reflecting the combined commitment of the state and central governments.</p>

<p data-end="1975" data-start="1587">The Chief Minister emphasised that the BJP’s priorities include the full implementation of the Bodo Accord, ensuring equal rights for all communities, and introducing a new democratic process for electing representatives to the Bodoland Territorial Council. He also promised to strengthen connectivity by bridging rivers and improving transport infrastructure, boosting economic growth.</p>

<p data-end="2282" data-start="1977">State BJP President Dilip Saikia said the party’s vision will ensure “equal rights and equal opportunities for all 26 ethnic communities residing in BTR” and stressed that transparent governance and timely implementation of flagship schemes will make Bodoland a model of peace, security, and prosperity.</p>

<p data-end="2631" data-start="2284">The event featured the release of five election songs in Bodo, Assamese, Bengali, Adivasi, and Gorkha languages to celebrate cultural inclusivity. Key leaders present included Education Minister Ranoj Pegu, State BJP In-Charge Harish Dwivedi, Udalguri District BJP President Sunil Basumatary, and representatives from diverse communities of BTR.</p>

<p data-end="3048" data-start="2633">Following the manifesto release, a major joining ceremony saw former AKRASU President and youth leader Biswajit Roy, along with several members of the Kamtapur Autonomous Council and hundreds from the Koch Rajbanshi community, formally joining the BJP. Saikia welcomed the new members, saying their inclusion strengthens the party’s commitment to serving the people of Assam and BTR with unity and renewed energy.<br />

Ahead of the Bodoland Territorial Council (BTC) elections, the BJP on September 12 released its manifesto, with Assam Chief Minister Himanta Biswa Sarma declaring that implementing the Bodo Accord in its entirety and accelerating infrastructure growth will be the cornerstone of the party’s vision for the region.
